Research on Masala Dosa Eating   There are many ways to eat a masala dosa .Whatever the way one eats, there is a very good reason for doing that. It shows some traits of the person that is you.. Case 1: People who open the masala dosa and eat it: These are the people who are very open about their life. Everyone one the persons friends would know all about him/her. I have generally seen guys do this rather than girls. Some people think that it is a gross way of eating but in truth, these people are just portraying who they are and how their life is. Case 2: People who start from both ends and approach the masala later: These are the people who like to wait for the exiting things to come to their life. Sadly when the times comes, they are not too interested or just do not know how to enjoy it to the fullest. These are the folks who just want life as either dry or exiting. They just do not know how to phase their life and enjoy it no matter what. There are two types of people within this group. Case 2.1: People who do not finish all the masala: These folks just do not care as much for the fun times as they are already brought down by the harsh reality of life. The dry periods in their life has left them with so much scars that they do not want to be really happy when the time is right. They just take only as much as they needed and end their life. A very sorry state indeed. Case 2.2: People who finish all the masala with the little dosa they have: These are the folks who just are the extremes. They just go all out in life. No matter it is dark or bright. They may not enjoy life to the fullest but they sure make sure that they get every single good and bad thing out of life. Sometimes these folks are really hard to get along with. They are either your best friends or your worst enemies. They do not have a middle path at all. Case 3: People who start from the middle and proceed to both ends: These are the people who like to get right to what they think is their best part of life. Usually these guys finish of the good portions in a hurry and get stuck with nothing but worst parts of their life. The thing to note among these people is that the tendency to burn out very early in their life. Like the above case, there are two kinds of people in this group too. Case 3.1: People who do not finish the dosa: These folks are really the saddest of people. They are the ones who tend to end their life as soon as it hits the bad patch. For them, they only need and want the best things in life and nothing more. Typically, they are not prepared or tuned to life as a whole. They just want to enjoy from first till last. Sadly, no one in the world can live without even an ounce of sadness in life. Not even the richest of the richest. But to self destruct at the mere sign of distress is very bad. That is what these guys tend to do. Some learn to live life but most of them do not. Case 3.1: People who do finish the dosa: These folks are the typical human beings. We all enjoy the greatest of times in life and push the sad parts thinking about the great times in life. Typically the plate is clean and nothing is left for fate or in life. Happiness and sadness are part of life and these guys know that and are kind of prepared for it. Life is not always happy but there are moments of happiness here and there. Case 4: People who eat the dosa making sure that the masala lasts for the whole dosa: These people are very rare. These are the people who like to attain balance in their life. It is hard to displease these people and it is hard to make them really happy. They like their balance and are very protective of it. Sadly these are the people who tend to be lonely as anyone else may upset the balance of their system... Perfectionist to the core and are very careful. These guys do not make the best company but are needed in any group to make the group from going hay wire. Case 5: People who do not share and eat the dosa as if it is precious: These folks are very protective about their life. They do not want anyone to come and interfere in their life. They like to hide their true nature and intensions for their benefit. Beware of such people as they are in every group for their own need and nothing else. Case 6: People who offer the first bite to others: These guys are overly friendly. They do anything to be part of a group and make everyone feel like the group is important than the individuals. They are the glue that holds any group together. They are very friendly and bring the best of all the others in the group. They go out of their way to help other friends. Most groups should have a person like this and they are the ones who plan the group outings and other group activities. Once this person is out of the group, typically the group slowly falls apart. Case 7: People who take one or two bites and then offer the dosa to others: These guys care about friends and friendship but they take their time to get into the group. They take their time in making friends and they typically are very committed once into the friendship. These guys like to always be in the side lines and typically do not jump into anything in life. They always take their time to analyze the situation and then make a decision. These guys take the better safe than sorry approach. Case 8: People who wait for others to make the offer first: Typical people I must say. They are unsure about everything. Even if they wanted to offer, they will wait till the other person offers the food first. If the other person is silent, so are these people. They are the followers. They do terrific idea, they will pitch it to someone else and get their advice before proceeding. Sadly, most of the elderly world like these types of people. Case 9: People who offer dosa only when they cannot finish it on their own: You all may be familiar with these kinds of people. People who are very generous only when all their needs are fulfilled. These folks are selfish but at the same time not misers or greedy. They just want to satisfy themselves before they give it to the world. They typically do not stuff themselves nor do they tend to starve. They are very good people who would give you the best of advices in life. They would make sure that you are not sad following their advice. Case 10: People who offer the whole dosa and eat from others plates: These folks are other extreme. They know what they want, they get what they want but they cannot enjoy what they want. Instead they tend to settle for other things in life which satisfies the needs but does not satisfy the person completely. These guys are termed as born losers cause even when they have the thing they wanted, they can't stop others from stealing it from them. So next time you sit with a person eating a masala dosa, look closely and see if he falls into one of the above categories. You may be surprised how much it reveals about the person* Enjoy eating the Masala Dosa!!!    REGARDS---

The government delivered a signed commitment to Hazare this morning at 10am, promising to accept a committee to finalize the drafting of the jan lokpal bill that is 50% composed and led by civil society. PM Singh further promised to table this bill for a vote by the next parliamentary session. In response, Hazare has declared an end to his fast.

The country is buzzing with excitement and optimism at this tremendous victory. We've received a flood of emails of enthusiasm and support. Everyone is saying that this is like the return of the satyagraha movement - to liberate India once again from a new kind of tyranny. But this time Satyagraha has a powerful ally in technology and the way citizens can rapidly mobilize online to join and strengthen the call for change.

Jan Lokpal will set up a truly independent body that investigate and charge corruption anywhere in the government, even the PM's office. It is a dagger aimed at the heart of corruption. Many politicians will do everything they can to stop it, and it will take all of our vigilance and commitment to make sure it becomes law. But it will become law, because today showed that people power is stronger than any corrupt politicians, and now that we know that, there's no going back. 1. Who is Anna Hazare?
An ex-army man. Fought 1965 Indo-Pak War

2. What's so special about him?
He built a village Ralegaon Siddhi in Ahamad Nagar district, Maharashtra
3. So what?
This village is a self-sustained model village. Energy is produced in the village itself from solar power, biofuel and wind mills.
In 1975, it used to be a poverty clad village. Now it is one of the richest village in India. It has become a model for self-sustained, eco-friendly & harmonic village.
 
4. Ok,...?
This guy, Anna Hazare was awarded Padma Bhushan and is a known figure for his social activities.
 
5. Really, what is he fighting for?
He is supporting a cause, the amendment of a law to curb corruption in India.
6. How that can be possible?
He is advocating for a Bil, The Lok Pal Bill (The Citizen Ombudsman Bill), that will form an autonomous authority who will make politicians (ministers), beurocrats (IAS/IPS) accountable for their deeds.

8. It's an entirely new thing right..?
In 1972, the bill was proposed by then Law minister Mr. Shanti Bhushan. Since then it has been neglected by the politicians and some are trying to change the bill to suit thier theft (corruption).

7. Oh.. He is going on a hunger strike for that whole thing of passing a Bill ! How can that be possible in such a short span of time?
The first thing he is asking for is: the government should come forward and announce that the bill is going to be passed.
Next, they make a joint committee to DRAFT the LOK PAL BILL. 50% goverment participation and 50% public participation. Because you cant trust the government entirely for making such a bill which does not suit them.

8. Fine, What will happen when this bill is passed?
A LokPal will be appointed at the centre. He will have an autonomous charge, say like the Election Commission of India. In each and every state, Lokayukta will be appointed. The job is to bring all alleged party to trial in case of corruptions within 1 year. Within 2 years, the guilty will be punished. Not like, Bofors scam or Bhopal Gas Tragedy case, that has been going for last 25 years without any result.

9. Is he alone? Whoelse is there in the fight with Anna Hazare?
Baba Ramdev, Ex. IPS Kiran Bedi, Social Activist Swami Agnivesh, RTI activist Arvind Kejriwal and many more.
Prominent personalities like Aamir Khan is supporting his cause.

10. Ok, got it. What can I do?
At least we can spread the message. How?
Putting status message, links, video, changing profile pics.
At least we can support Anna Hazare and the cause for uprooting corruption from India.
At least we can hope that his Hunger Strike does not go in vain.
At least we can pray for his good health.

Hazare is championing a citizen-developed bill called "Jan" Lokpal that will create an independent body, selected by judges, citizens and constitutional authorities, with enough power to investigate and punish all politicians. No minister or bureaucrat will be able to influence its investigations.

Since 1968, when this bill was first introduced, greedy politicians have thwarted its passing. Now the government is pushing for a watered down Lokpal with no hope of ending fraud, vice and dishonesty -- it gives politicians overriding power to decide who will be investigated, and is a complete eyewash.

Pressure is mounting on Prime Minister Singh to endorse the "Jan" Lokpal. Members of the opposition pa rty have begun to make the right noises in support of Anna Hazare. Salient features of Jan Lokpal Bill

Drafted by Justice Santosh Hegde, Prashant Bhushan and Arvind Kejriwal, this Bill has been refined on the basis of feedback received from public on website and after series of public consultations. It has also been vetted by and is supported by Shanti Bhushan, J M Lyngdoh, Kiran Bedi, Anna Hazare etc. It was sent to the PM and all CMs on 1st December.  

 

1.      An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up

 

2.      Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.

 

3.      Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.

 

4.      The loss that a corrupt person caused to the government will be recovered at the time of conviction.

 

5.      How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.

 

6.      So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month’s time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.

 

7.      But won’t the government appoint corrupt and weak people as Lokpal members? That won’t be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.

 

8.      What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.

 

9.      What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.

Comparison of Government's Lokpal Bill with Civil Society's Lokpal Bill

1.	Lokpal will not have any power to either initiate action suo motu in any case or even receive complaints of corruption from general public. The general public will make complaints to the speaker of Lok Sabha or chairperson of Rajya Sabha. Only those complaints forwarded by Speaker of Lok Sabha/ Chairperson of Rajya Sabha to Lokpal would be investigated by Lokpal. This not only severely restricts the functioning of Lokpal, it also provides a tool in the hands of the ruling party to have only those cases referred to Lokpal which pertain to political opponents (since speaker is always from the ruling party). It will also provide a tool in the hands of the ruling party to protect its own politicians.	Lokpal will have powers to initiate investigations suo moto in any case and also to directly entertain complaints from the public. It will not need reference or permission from anyone to initiate investigation into any case.
2	Lokpal has been proposed to be an advisory body. Lokpal, after enquiry in any case, will forward its report to the competent authority. The competent authority will have final powers to decide whether to take action on Lokpal's report or not. In the case of cabinet ministers, the competent authority is Prime Minister. In the case of PM and MPs the competent authority is Lok Sabha or Rajya Sabha, as the case may be. In the coalition era when the government of the day depends upon the support of its political partners, it will be impossible for the PM to act against any of his cabinet ministers on the basis of Lokpal's report. For instance, if there were such a Lokpal today and if Lokpal made a recommendation to the PM to prosecute A. Raja, obviously the PM will not have the political courage to initiate prosecution against A. Raja. Likewise, if Lokpal made a report against the PM or any MP of the ruling party, will the house ever pass a resolution to prosecute the PM or the ruling party MP? Obviously, they will never do that.	Lokpal is not an advisory body. It will have the powers to initiate prosecution against any one after completion of investigations in any case. It will also have powers to order disciplinary proceedings against any government servant.
3	The bill is legally unsound. Lokpal has not been given police powers. Therefore Lokpal cannot register an FIR. Therefore all the enquiries conducted by Lokpal will tantamount to "preliminary enquiries". Even if the report of Lokpal is accepted, who will file the chargesheet in the court? Who will initiate prosecution? Who will appoint the prosecution lawyer? The entire bill is silent on that.	Lokpal would have police powers. It will be able to register FIR, proceed with criminal investigations and launch prosecution.
4	The bill does not say what will be the role of CBI after this bill. Can CBI and Lokpal investigate the same case or CBI will lose its powers to investigate politicians? If the latter is true, then this bill is meant to completely insulate politicians from any investigations whatsoever which are possible today through CBI.	That part of CBI, which deals with cases of corruption, will be merged into Lokpal so that there is just one effective and independent body to take action against corruption.
5	There is a strong punishment for "frivolous" complaints. If any complaint is found to be false and frivolous, Lokpal will have the power to send the complainant to jail through summary trial but if the complaint were found to be true, the Lokpal will not have the power to send the corrupt politicians to jail! So the bill appears to be meant to browbeat, threaten and discourage those fighting against corruption.	Deterrence has been provided against frivolous complaints in the form of financial penalties against the complainant, however, Lokayukta is empowered to prosecute the corrupt and take disciplinary action against them.
6	Lokpal will have jurisdiction only on MPs, ministers and PM. It will not have jurisdiction over officers. The officers and politicians do not indulge in corruption separately. In any case of corruption, there is always an involvement of both of them. So according to government's proposal, every case would need to be investigated by both CVC and Lokpal. So now, in each case, CVC will look into the role of bureaucrats while Lokpal will look into the role of politicians. Obviously the case records will be with one agency and the way government functions it will not share its records with the other agency. It is also possible that in the same case the two agencies arrive at completely opposite conclusions. Therefore it appears to be a sure way of killing any case.	Lokpal will have jurisdiction over politicians, officials and judges. CVC and the entire vigilance machinery of government will be merged into Lokpal.
7	Lokpal will consist of three members, all of them being retired judges. There is no reason why the choice should be restricted to judiciary. By creating so many post retirement posts for judges, the government will make the retiring judges vulnerable to government influences just before retirement as is already happening in the case of retiring bureaucrats. The retiring judges, in the hope of getting post retirement employment would do the bidding of the government in their last few years.	Lokpal would have ten members and one Chairperson. Out of them four need to have legal background (they need not be judges). Others could be from any background.
8	The selection committee consists of Vice President, PM, Leaders of both houses, Leaders of opposition in both houses, Law Minister and Home minister. Barring Vice President, all of them are politicians whose corruption Lokpal is supposed to investigate. So there is a direct conflict of interest. Also selection committee is heavily loaded in favor of the ruling party. Effectively ruling party will make the final selections. And obviously ruling party will never appoint strong and effective Lokpal.	Selection committee consists of members from judicial background, Chief Election Commissioner, Comptroller and Auditor General of India and international awardees (like Nobel prize winners and Magsaysay awardees of Indian origin). A detailed transparent and participatory selection process has been prescribed.
9	Lokpal will not have powers to investigate any case against PM, which deals with foreign affairs, security and defence. This means that corruption in defence deals will be out of any scrutiny whatsoever. It will become impossible to investigate into any Bofors in future.	There is no such bar on Lokpal's powers.
10	Whereas a time limit of six months to one year has been prescribed for Lokpal to enquire, however, subsequently, there is no time limit prescribed for completion of trial.	Investigations should be completed within one year. Trial should get over within the next one year.
11	It does not deal with corruption of Bureaucrats. Corrupt bureaucrats continue in their job without any actions against them.	Lokpal will have power to direct disciplinary action, including dismissal of a corrupt officer from job.
12	It does not talk of investigation of complaints against judges	Lokpal will have powers to initiate investigations on complaints of corruption against judges.
13	Speaker would decide which complaints shall be enquired into by Lokpal.	Lokpal will not be able to dismiss any complaint from public without hearing the complainant.
14	Our entire governance system suffers from inadequate public grievance redressal systems, which force people to pay bribes. Lokpal bill does not address this issue.	Lokpal will have the powers to orders redressal in a time bound manner. It will have powers to impose financial penalties on guilty officers, which would be paid to complainant as compensation.
15	Large number of people raising their voice against political corruption are being murdered. Lokpal does not have any powers to provide protection to them.	Lokpal will have powers to provide protection against physical and professional victimization of whistleblowers.
16	Nothing has been provided in law to recover ill gotten wealth. A corrupt person can come out of jail and enjoy that money.	Loss caused to the government due to corruption will be recovered from all accused.
17	Under the present law, there is Small punishment for corruption- Punishment for corruption is minimum 6 months and maximum 7 years.	Enhanced punishment - The punishment would be minimum 5 years and maximum of life imprisonment.

Salient features of Jan Lokpal Bill

 

 

Drafted by Justice Santosh Hegde, Prashant Bhushan and Arvind Kejriwal, this Bill has been refined on the basis of feedback received from public on website and after series of public consultations. It has also been vetted by and is supported by Shanti Bhushan, J M Lyngdoh, Kiran Bedi, Anna Hazare etc. It was sent to the PM and all CMs on 1st December. 

 

1.    An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up

2.    Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.

3.    Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.

4.    The loss that a corrupt person caused to the government will be recovered at the time of conviction.

5.    How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.

6.    So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month's time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.

7.    But won't the government appoint corrupt and weak people as Lokpal members? That won't be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.

8.    What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.

9.    What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.

plastic bags: Delhi govt impose a blanket ban on the manufacture, storage and use of plastic bags

New Delhi: Delhi government decided to impose a blanket ban on the manufacture, storage and use of plastic bags in the city.

The Delhi Cabinet presided by Chief Minister Sheila Dikshit took the decision and directed all the concerned authorities like MCD, NDMC and Environment Department to implement the decision.

Officials said there were hundreds of units manufacturing plastic bags and they would be closed down after a notification is issued.

"We have decided to impose a blanket ban on manufacturing, storage and use of plastic bags in the capital," Dikshit told reporters.

Earlier following a court order, the city government in 2009 had banned use of plastic bags in the city but the ban was not effective as the manufacturing units were functioning.

The Delhi government had in January, 2009 imposed a ban on the use of plastic bags in various markets, shopping malls, hotels and hospitals but it has not been very effective. About 250 traders have been fined in the last two years for violating the ban.

Various environmental NGOs have been pressing for shutting down such units.
